 Administers and invests available operating funds to meet or exceed benchmark rates of return on the City’s investment portfolios while maintaining safety of principal. The City’s Investment Policy Statement, which is part of the Bond Disclosure Supplement, provides guidelines for the City’s investment activities. Additional information is available from the City’s Comprehensive Annual Financial Report, including a summary of investment holdings and portfolio characteristics.

Manages a diversified debt portfolio to efficiently address the City’s capital funding needs and works with City departments to develop workable financing plans for acquisition and construction of capital projects. The City’s Debt Management Policy, which is part of the Bond Disclosure Supplement, provides guidelines for issuing City debt.

Administers the activities for the City’s retirement benefits:

• Police Pension Plan
• Firefighters’ Pension Plan
• General Employees’ Pension Plan
• One 401a defined contribution pension plan for general employees
• Two 457b deferred compensation plans
• Two retiree health savings plans
