Transportation Impact Fee Waiver

Program Overview

 As part of the Mayor's Strengthen Orlando Initiative, the Transportation Planning Division adopted a city code amendment in April 2011 that provides for an exemption to the assessment of transportation impact fees for certain qualified changes in use.

The program provides up to a $20,000 reimbursement to offset change of use transportation impact fees for qualifying businesses expanding or relocating into the City of Orlando.

Eligibility Requirements

  • Business must be located within or locating within the City of Orlando jurisdiction
  • Applicants must be a new, for-profit business or an expanding, existing for-profit business in the City of Orlando; business must be a small business as defined by the U.S. Small Business Administration
  • Applicants must obtain a building permit for all corresponding proposed work for which fees have been assessed; all work must meet the requirements of the Orlando City Code
  • All approvals must be in place prior to permit issuance; no waiver will be awarded retroactively 

Ineligible Business Uses

  • Franchises, national chains and programmed businesses
  • Health, medical and social service businesses such as, but not limited to: walk-in clinics, pain management clinics, hospitals and all affiliated services, chain pharmacies, detoxification centers/clinics, residential care facilities and labs
  • Adult entertainment facilities
  • Adult oriented or adult themed businesses
  • Any business with outstanding debt to the City of Orlando
