Commissioner Tom Keen

Tom Keen, City Commissioner for Orlando’s District 1, was elected to City Council in 2025, bringing a lifetime of service, leadership and commitment to the community. His approach to governance is rooted in accountability, collaboration and results. A United States Navy veteran and former Florida State Representative, Tom has dedicated his career to public service.  

In the Florida Legislature, he championed policies to lower property insurance costs and restore reproductive rights for his constituents. His legislative work included serving on key committees, including Infrastructure Strategies, Agriculture, Conservation and Resiliency, Insurance & Banking and Postsecondary Education and Workforce.  

Before entering public office, Tom completed a distinguished 21-year career as a Naval Flight Officer, specializing in airborne reconnaissance missions. He led sensitive multi-sensor surveillance operations supporting high-priority naval and national intelligence requirements worldwide, including critical missions in the Persian Gulf.  

His military service reflects exceptional technical expertise, strategic thinking and unwavering dedication. Following his military career, Tom transitioned to the private sector in the aerospace industry, specifically working in new business development for Collins Aerospace in Orlando. His portfolio included the United States Navy E-2D Hawkeye Integrated Training System, demonstrating his ability to bridge military needs with innovative technological solutions.  

Today, as a City Commissioner, Tom advocates for strategic, citizen-focused development that strengthens neighborhoods, protects working families and supports small businesses. He is particularly focused on transportation and mobility in District 1, where rapid growth has intensified traffic and infrastructure challenges. Tom works on practical, forward-looking solutions to congestion and safety issues, including expanding multimodal transportation options to improve connectivity and give residents more choices.  

Beyond City Council, Tom remains deeply engaged in civic and nonprofit leadership. He serves as Treasurer on the Friends of Fisher House Orlando Board of Directors, supporting programs that assist military families during times of medical hardship. His commitment to veterans and public accountability is further reflected in his prior service on the City of Orlando Citizens’ Police Review Board and the Mayor’s Veterans Advisory Council, where he promoted transparency, trust and community involvement in local government.  

Tom and his wife, Laura, live in Lake Nona and are proud parents of two adult children. Guided by his military service, legislative experience and strong ties to the community, Tom’s vision for District 1 centers on inclusive and sustainable progress, creating good jobs, strengthening neighborhoods and preserving a high quality of life for all residents.
