NOTICE OF SECOND PUBLIC HEARING AND COMMENT PERIOD FOR 
DRAFT 2026-2030 CONSOLIDATED PLAN AND DRAFT 2026 ACTION PLAN

TO ALL INTERESTED RESIDENTS, AGENCIES AND ORGANIZATIONS – Notice is hereby given that the City of Orlando Housing and Community Development Department has prepared its DRAFT 2026-2030 Consolidated Plan and DRAFT Action Plan for Program Year 2026. A public hearing to present the DRAFT Consolidated Plan and DRAFT Action Plan will be held on Monday, July 6, 2026, at 5:00 PM EST at the Beardall Senior Center, 800 Delaney Avenue, Orlando, FL 32801. Residents have the opportunity to review the DRAFT documents online at orlando.gov/housing, under “Plans and Reports”.

The Consolidated Plan analyzes data and information obtained from residents and stakeholders to determine the priority needs of the community and identifies resources and strategies for the investment of federal Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA) funds from the United States Department of Housing and Urban Development (HUD) to address affordable housing, homelessness, community development and other needs in Orlando. These funds may be used for activities including, but not limited to, affordable housing development and preservation, homelessness prevention and rapid rehousing, public social services, and public facilities and infrastructure improvements.

The Program Year (PY) 2026 Annual Action Plan is a component of the 2026-2030 Consolidated Plan. The proposed Annual Action Plan describes types of activities to be carried out under the HUD grant programs to meet the overall Consolidated Plan goals and strategies to develop viable urban communities by providing decent housing and a suitable living environment, addressing urgent needs, and expanding economic opportunities principally for extremely low-, low- and moderate-income persons/households with incomes not exceeding 80% of the median family income for the Orlando Metropolitan Statistical Area.

The total amount of funds available under the City of Orlando’s 2026 Annual Action Plan for Housing and Community Development Programs is $10,054,688 plus program income and any carryover funds from previous years. A summary of the proposed DRAFT of the PY 2026 Annual Action Plan is provided below.
