Notice of Program Year 2023-2024 Action Plan and Funding Availability

The City of Orlando Housing and Community Development Department (HCD) is anticipating an announcement from the U.S. Department of Housing and Urban Development regarding the Program Year 2023-2024 (PY2023) Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME) and Housing Opportunities for Persons with AIDS Program (HOPWA).

The federal funding allocations for Program Year 2022 were $2,350,149 in CDBG, $202,592 in ESG, $1,443,425 in HOME, and $4,948,742 in HOPWA. The City of Orlando anticipates receiving similar funding allocations for PY2023 and is soliciting proposals from non-profit organizations that serve the community. This notice begins the local application process.

HOME program funding applications are accepted on an ongoing basis. HOPWA program funds are administered by Orange County. CDBG program funds are available for the provision of affordable housing, community and economic development activities, and assistance for low- and moderate-income persons and special populations within the City of Orlando. The city will give priority to affordable housing and related services.

ESG program funds are available for activities that support rapid re-housing, homelessness prevention and emergency shelters. Activities funded by CDBG and ESG programs must contribute to the goals and objectives of the City of Orlando Consolidated Plan and meet all applicable federal requirements.

All interested non-profit agencies are invited to apply for PY2023 grant funding. The CDBG pre-application and ESG application are available on ZoomGrants. You will need to create an account or sign in to your existing account to apply.

A public hearing and application workshop will be held in the Fairview Room, on the 9th Floor of Orlando City Hall, 400 South Orange Avenue, Orlando, FL 32801, on Thursday, February 16, 2023, from 9 a.m. to 12 p.m. 

The pre-application deadline for CDBG funding is Friday, March 10, 2023. Final applications for CDBG and ESG funding are due at 5 p.m. on Friday, March 31, 2023. Preliminary funding recommendations will be determined in June 2023. Final funding awards and contracting will occur from July to October 2023. For additional dates, see below.
