The RoseArts District Planned Development (PD) project is a phased redevelopment of 128-acres formerly the home of the Lake Orlando Golf Course & Country Club. The Rosemont neighborhood was designated an Opportunity Zone by the federal government in 2017. Areas identified as Opportunity Zones offer federal tax incentives to investors to spur economic development in low-income, underutilized or defunct communities.

The City of Orlando’s role in the RoseArts District Planned Development is to evaluate and work with the developer through each phase of the project to ensure sustainable and smart growth that is compatible with the needs of the community.

The redevelopment will include three (3) main phases divided into nine (9) sub-phases and include the following:

  • 5,650 multifamily dwelling units
  • 350,000 square feet of commercial development including retail, office, etc.
  • Up to 65-acres of parks and green space, with each of the three phases adhering to the city’s 20% minimum open space requirement of the Wekiva Overlay
  • Transportation and mobility options, including biking/walking trails, electric charging ports, scooter stations and transit access

  • 2014 – Lake Orlando Golf Course & Country Club ceases operation
  • 2019 – Property acquired by Lake Orlando Land Owner, LLC
  • July 2021 – RoseArts annexation, growth management (GMP) plan amendments and planned development (PD) zoning cases approved by Municipal Planning Board
  • October 2021 – appeals made for each case were reviewed by Hearing Officer, who recommended approval of Municipal Planning Boards recommendation to approve the PD ordinance
  • December 2021 – Orlando City Council adopts Ordinance No. 2021-74, approving RoseArts Planned Development
  • August 2022 – RoseArts District phase 1 Specific Parcel Master Plan (SPMP) is approved by Municipal Planning Board
  • October 2022 – RoseArts District phase 1 SPMP approved by Orlando City Council with expiration date to receive building permits for construction set for October 2024
  • August 2024 – Developer submitted an extension request of the expiration date based on emergency events including Hurricanes Ian, Idalia and Debby and Tropical Storm Nicole
  • August 2024 – City staff issued 48-month extension, with the new expiration date for phase 1 set to October 2028
  • May 2025 – Application for phase 1 subdivision plat was submitted

 

RoseArts District phase 1 Specific Parcel Master Plan was approved by the Orlando City Council in October 2022, which is comprised of +/- 38.5 acres located south of Rosamond Drive, east of single-family homes on N. Lake Orlando Parkway and north of Lake Breeze Drive, all west of N. Orange Blossom Trail in the Rosemont neighborhood.

Phase 1 will include the following developments:

  • +/- 1,594 residential units with 160 units affordable
  • 150,000 square feet of non-residential uses

Timing for construction of phase 1 will be determined by the developer. 

Phases 2 and 3 Specific Parcel Master Plan (SPMP) approval will be contingent on approval of items recommended for completion during phase 1, e.g. school capacity analysis, utilities analysis, parks and open space analysis, transportation monitoring and modeling study.
