Request to Use a Private Provider for Your Plan Review or Inspection

Do you want to use a private provider as part of your plan review and inspection process?

Florida law allows owners to use private providers for plan review and inspection services.

Fee reductions for plan review can only be provided if the Notice to Building Official form is submitted with the permit application. If private provider services are used for inspections only, the Notice to Building Official must be submitted to the city before the first scheduled inspection for the master permit.

Any associated trade permit will be required to submit the private provider trade permit application.

Changing from one Private Provider to another, changing the level of services of the private provider (inspection only or Plans review and inspections) complete form D and form F. For requests to change from Private Provider to City of Orlando plan review and/or inspections, restrictions apply.

Step 1.Check Your Eligibility

  • Private providers must be architects, engineers or hold a standard certificate as stated in Part XII of Florida Statutes Chapter 468. They also must use licensed plan reviewers and inspectors.
  • The plans review and inspection services provided by private providers are limited to building code compliance. Services can not include review for fire protection and fire safety codes, site work, public works, land use, zoning, floodplain, environmental, appearance review or other applicable codes.

Step 2.Register Your Private Provider's Firm

Private Providers must register their firm before submitting permitting documents. Fill out the forms below to register or renew your firm. These forms are only needed to set up or renew your registration and not for every project.

Step 3.Submit the Completed Registration Forms and Documents

Submit your completed Registration and Employment Affidavit forms along with:

  • Florida license, registration or certificate number
  • Qualification statements, a resume and/or a copy of the provider's license
  • Private provider's proof of insurance

Step 4.Complete Your Notice to Building Official, Form E, & Permit Application

A separate Notice to Building Official (NTBO) is required for each master permit or stand-alone permit, but not for sub-permits or additional plans (shop drawings) which are associated with the master permit.

Step 5.Submit Your NTBO, Authorized Personnel, & Permit Applications

Step 6.We'll Review Your Request

Once your application has been received, please allow two business days for processing. We will notify you if you have been approved and can move forward with your project.

Step 7.Submit Your Plans

The City of Orlando accepts plans digitally for review. After your application is processed, the digital applicant will receive an email with a link to access the digital plan review system, ProjectDox. Follow the upload requirements.

 

Note: Private Provider cases must upload a Plan Compliance Affidavit (Forms H) and a List of Approved Drawings (Forms H1) to the documents folder in ProjectDox. These forms are mandatory for processing.

For Commercial Projects only: After your application is processed, you will receive an email with an invoice to pay a non-refundable 25% plan review deposit fee. After this fee is paid, the link to access ProjectDox will be emailed to the digital applicant.

Step 8.Schedule Your Inspection

After your permit(s) are issued, you can schedule your inspection. Each type of permit requires inspections at specific stages throughout the project. If your permit is open for six months without an inspection, it will expire.

When scheduling your inspections, ensure to put "Private Provider" in the Notes section.

Note: An Inspection Report (Form I) must be present and posted on the job site.

Step 9.Submit Your Closeout Forms

After all inspections are final and approved, you will need to download, complete and notarize the forms.

Step 10.Receive Your Certificate of Occupancy or Certificate of Completion

Within two business days, we will send you a copy of your Certificate of Occupancy or Certificate of Completion.

Commercial and Residential 3 or more units

For multiple building projects, the discounted fee will be applied per individual permits as it pertains to the square footage.

  • Permits up to 200,000 sq.ft.
  • Plans Review and Building Inspections: 63 percent reduction to the Florida Building Code (FBC) fee
  • Building Inspections Only: 32 percent reduction to the FBC fee
  • Permits over 200,000 sq.ft.
  • Plans Review and Building Inspections: 80 percent reduction to the FBC fee
  • Building Inspections Only: 30 percent reduction to the FBC fee 

Residential 1 or 2 units 

  • Projects of any size
  • Plans Review and Building Inspections: 75 percent
  • Building Inspections Only: 50 percent

The reductions only apply to the FBC fee item. The Land Development Code (LDC) fee, the technology fee, impact fees, concurrency and other related permit fees are not eligible for the private provider fee reduction.
