Temporary Traffic Control Guide

Overview

• The MOT plan is valid for the duration of the approved dates/time submitted or completion of the project, whichever comes first.
  • Extension of an approved MOT plan must be submitted to City of Orlando Traffic Control Dept. via email at closurerequest@orlando.gov
• The MOT submittals must cover all phases of construction.
• The contractor must submit a road closure request prior to the start of any phase of work to request street, lane or sidewalk closure. Please ensure submission timelines are met (10-15 business days in advance), depending on closure length.
• Nighttime operations that close lanes or roads require police officers and adequate lighting on site to ensure public safety and maintain traffic control. Off duty officers may be required.
• No lane closures are permitted in inclement weather or City of Orlando observed holidays and holiday weekends.
• Maintenance of traffic must be in accordance with the Manual on Uniform Traffic Control Devices (latest edition and revisions) and the Florida Department of Transportation Roadway Design Standards (latest edition and revisions).
• Local residential/business access must be maintained at all times.
• No lane closures are allowed between 6 and 9 a.m. or 3 and 7 p.m., Monday through Friday. Additional time of day restrictions may apply based on location and traffic impact.
• Full intersection closures require signed and sealed MOT plans by a registered Professional Engineer in the State of Florida.
• In areas adjacent to event venues, the contractor may be required to suspend work activities during events.
• All permitted work must schedule required inspections as outlined in section 4.04 of the Engineering Standards Manual.
• Correction Compliance Policy – Special Events Traffic Safety Division operates daily inspections of approved closures. Some closures may require immediate action for correction. If all corrections are not immediately addressed, work will be asked to stop until corrected to ensure safety of the local community as well as workers within the closure.

Contractor responsibilities

• Submit online application for lane, sidewalk, or road closure.
• Fill in all required fields plus submit attachments if applicable:
  • Aerial map showing precise work locations (s) noting areas effected
  • Copy of Advanced FDOT MOT Certificate for the person responsible for the setup and maintenance of the approved traffic control plan.
  • Copy of detailed traffic control plan or modified FDOT MOT indices if NOT submitting a current non modified FDOT MOT indices.
    • Street names displayed.
    • Lane closures and/or closed streets must be illustrated on map.
    • Use multiple maps when needed. Number maps to ensure proper order.
• The contractor shall have the responsibility of the setup and removal of all MOT devices when required.
• Coordinate with City Parking Division for meter bagging of any metered parking within the closure.
• For Maintenance of Traffic (MOT) operations, any on-street parking spaces located adjacent to sidewalk closures shall be considered temporarily unavailable for public use. These spaces must be kept clear to maintain safe and accessible pedestrian pathways in compliance with MOT requirements. The Contractor shall be responsible for coordinating with City Parking and shall pay for all affected parking spaces for the duration of the closure in accordance with applicable City regulations.
• Notify residents and businesses
  • When the MOT plan/detour is approved:
    • For full road closures, notification to affected residents/businesses is required to be hand delivered (5-10) business days in advance, depending on closure length, using a city-provided flyer template or pre-approved flyer/door hanger.
  • Applicant shall be responsible for notifying all emergency response agencies, ambulance services, fire dept., police authorities, school transportation dept., impacted business, Lynx, and citizens via email copying  closurerequest@orlando.gov.

Traffic control signs and devices

• Portable Changeable Message Signs (PCMS) if required shall be in place (5-10) days in advance of closure to notify the public of closure start and end date/time.
• Barriers may be required to protect drop offs or above ground hazards. All barriers shall be installed per FDOT specifications.
  • Water filled barriers are approved on a case by cases basis on residential or roadways with posted speed of 25 mph for short durations.
• Existing regulatory and warning signs are to be maintained at all times unless otherwise noted. Any existing signage required to be removed during construction shall be returned to the City of Orlando, Transportation Engineering Sign Shop located at 1214 South Westmoreland Drive. Any signs damaged by the contractor or subcontractors must be replaced at the contractor’s expense. For more information, contact the Sign Shop supervisor at 407.246.2100
• The use of traffic cones will be restricted to active work periods only. Channelizing devices (Type I, II, Drums) be used during inactive work periods unless otherwise specified. 
• Pedestrian control must always be maintained on one side of the road. If unable to do so, the contractor must provide temporary walkways, boardwalks and/or temporary concrete sidewalks. 
• During non-working hours, no equipment, vehicles, or material shall be parked or stored within the clear zone of a roadway open to vehicular traffic.
• The City of Orlando reserves the right to require additional devices and/or changes to the traffic control plan based upon changing traffic conditions.

Role of the traffic control supervisor

• The contractor shall provide a Traffic Control Supervisor (TCS) who is responsible for initiating, installing, and maintaining all Traffic Control Devices.
  • The TCS must be available on a 24-hour per day basis, participate in all changes to traffic control and review the project on a day-to-day basis.  
  • The TCS must be present during the initial setup of the traffic control plan and all subsequent phases or changes to the traffic control. 
  • The TCS must immediately correct all deficiencies. 
  • The contractor must ensure the TCS be available on site within 45 minutes of notification of an emergency situation and is prepared to respond to and correct the traffic control or provide alternate arrangements for corrective actions.  
  • The TCS must be responsible for performing weekly, daytime and nighttime inspections of all traffic control devices, traffic flow, and pedestrian, bicyclist movement through the work area and business accommodations. 

The city may disqualify and remove a traffic control supervisor from the project who fails to comply with these provisions. The city may also suspend all work activities until corrective actions have been completed.
