A Building a Better Downtown Orlando Project

The Church Street Roadway Improvements – Phase I project is a collaborative effort between the City of Orlando and the Community Redevelopment Agency (CRA) to enhance one of downtown’s most historically and culturally significant corridors. This phase focuses on Church Street from Garland Avenue to the railroad tracks, transforming the corridor into a vibrant, pedestrian-oriented “festival street” that supports both daily activity and special events.

Guided by the Downtown Orlando (DTO) Action Plan, the project reflects a community-driven vision to create a more walkable, accessible, and dynamic downtown environment. The plan prioritizes multimodal mobility, discourages cut-through traffic, and emphasizes the balance between movement, access, and place-making.

Church Street’s central location—near the Kia Center, City Hall, the Dr. Phillips Center for Performing Arts, and SunRail—positions it as a key gateway into downtown. Historically a major entertainment destination, the corridor continues to serve as a focal point for visitors and residents alike.

Phase I improvements will reconfigure the roadway into a curbless, flexible-use street with two 11-foot travel lanes and a flush transition between vehicular and pedestrian areas. The design incorporates semi-pervious paving, designated loading zones, and space for landscaping, creating an adaptable streetscape that supports events, outdoor dining, and increased pedestrian activity.

Overall, the project aims to honor Church Street’s legacy while delivering a cohesive, modern streetscape that enhances downtown Orlando’s identity and livability.

Potential Impact

Construction is expected to last approximately six months and will occur block by block with full roadway closures from curb to curb; some intersections may be temporarily closed.
Sidewalks will remain open throughout construction, with occasional short detours at intersections.
Traffic delays are expected in the area; travelers are encouraged to plan ahead and use alternate routes.
Delivery vehicles will use available parking spaces for loading and unloading.
Temporary driveway access restrictions may occur; advance notice and alternative parking options will be provided.
Trash and recycling collection will continue as scheduled with no changes.
Work hours will generally be Monday through Friday, 7 a.m. to 5 p.m., with occasional night or weekend work.
Mail delivery, emergency access, and essential services will not be interrupted.
Unforeseen delays, such as adverse weather conditions, may impact the construction schedule.
