NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS

On or after December 16, 2025, the City of Orlando will submit a request to the U.S. Department of Housing and Urban Development (HUD) Program Office for the release of program funds under Title I of the Housing and Community Development Act (HCDC) of 1974, as amended, and under Title II of the Cranston Gonzales National Affordable Housing Act, as amended, to undertake the following project:

Project: Christian Services Improvements 

The City of Orlando is providing CDBG funds in the amount of $700,000 to Christian Service Center to undertake renovations in the facility including reconstruction of the parking lot, replacement of the HVAC system, painting, irrigation system, and renovating the Intake Center of the facility, located at 808 W Central Blvd. Orlando, Orange County, Florida 32805. This project will entail a complete overhaul of the agency parking lot, removing the existing material, stabilizing and compacting the subgrade for a strong foundation, leveling any depressed areas to minimize standing water, paving the entire lot with asphalt, and painting new lines to create a new, efficient parking lot layout. The new layout will create an improved parking area, as well as a safer and more accessible campus with 3 ADA parking spots compared to the current single ADA parking spot. Additional improvements include renovations to their 808 building which serves as initial intake room for homeless individuals to seek counseling, referrals and additional related services. The case manager’s office space will also be renovated to include replacement of HVAC system. Finally, the entire facility will be painted.

The activity proposed is categorically excluded under HUD regulations at 24 CFR Part 58 from National Environmental Policy Act (NEPA) requirements. The Environmental Review Record (ERR) that documents the environmental determination for this project is on file at City Hall, 7th Floor 400 S. Orange Avenue, Orlando, FL 32801 where it can be reviewed, examined or copied weekdays 8 A.M. to 5 P.M. or at CPD Public System.

 

PUBLIC COMMENTS

Any individual, group, or agency may submit written comments on the ERR to the City of Orlando Housing and Community Development Department. All comments received by December 15, 2025, will be considered by the City of Orlando prior to authorizing submission of a request for release of funds.

ENVIRONMENTAL CERTIFICATION

The City of Orlando certifies to HUD that Buddy Dyer, Certifying Officer, in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Orlando to use HUD program funds.

OBJECTIONS TO RELEASE OF FUNDS

HUD will accept objections to its release of funds and the City of Orlando’s certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Orlando; (b) the City of Orlando has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed with attention to Alesia Scott-Ford (alesia.scottford@hud.gov) Field Office Director, U.S. Department of Housing and Urban Development (HUD), Charles East Bennett Federal Building, 400 W. Bay Street, Suite 1015, Jacksonville, FL 32202. Potential objectors should contact the HUD office via email at tonya.r.madison@hud.gov to verify the actual last day of the objection period.
