Notice of 2025 Action Plan 1st Public Hearing and Funding Availability

The City of Orlando Housing and Community Development Department is anticipating an announcement from the U.S. Department of Housing and Urban Development regarding the Program Year (PY) 2025-2026 Community Development Block Grant (CDBG), Emergency Solutions Grant (ESG), HOME Investment Partnerships Program (HOME) and Housing Opportunities for Persons with AIDS Program (HOPWA). The federal funding allocations for PY2024 were $2,514,174 in CDBG, $213,100 in ESG, $1,186,469 in HOME and $5,674,618 in HOPWA. The city anticipates receiving similar funding allocations for PY2025 and is soliciting proposals from non-profit organizations that serve the community. This notice begins the local application process.

HOME funding applications are accepted on an ongoing basis.  HOPWA funds are administered by Orange County.

CDBG program funds are available for the provision of affordable housing, community and economic development activities and assistance for low- and moderate-income persons and special populations within the City of Orlando.  The city will give priority to affordable housing and related services.

ESG program funds are available for emergency shelters and activities that support rapid re-housing and homelessness prevention.

Activities funded by CDBG and ESG programs must contribute to the goals and objectives of the City of Orlando 2021-2025 Consolidated Plan and meet all applicable federal requirements.

All interested non-profit agencies are invited to apply for PY2025 grant funding. A link to the mandatory CDBG pre-application, ESG application, program instructions and eligible activity guidance will be available on February 10, 2025, on the city’s website: orlando.gov/housing. A public hearing and application workshop will be held in the Fairview Room, on the Ninth Floor of Orlando City Hall, 400 South Orange Avenue, Orlando, FL 32801, on Monday, February 17, 2025, from 9 a.m. to 12 p.m.

Final applications for CDBG and ESG program funds will be due at 5 p.m. EST on Friday, March 28, 2025. Preliminary funding recommendations will be determined in June 2025.
