The City of Orlando is committed to ensuring that every person, regardless of economic status, has access to quality housing that is safe and affordable.

We are working towards the redevelopment of city-owned property, located in the Holden Heights neighborhood, that would provide the opportunity to expand our housing inventory for low-income residents. In addition, this redevelopment could serve as a catalyst for new development in the neighborhood, while providing a transition from the industrial uses north of the site to the residential properties south of the site.

In partnership with the city, Orlando Neighborhood Improvement Corporation (ONIC) is proposing to construct an affordable housing community of up to 75 apartments, with a mix of one-, two-, three- and four-bedroom units. All apartments will be reserved for households earning at or below 80% of the area median income, and 10% of the apartments will be reserved for Permanent Supportive Housing for households earning 30% or less of the area median income and include supportive services.

The property was previously used as container storage. The city decided to redevelop the site to address the growing need for affordable housing, in consideration of the site’s proximity to transit, jobs and opportunities. The city worked to relocate the containers and clean the property to support the best use of the site, given its location adjacent to homes and businesses.

On May 20, 2024, the city issued a Notice of Invitation for Proposals (Solicitation) for the development of affordable, multifamily housing on the vacant property. After reviewing the submitted proposals, the Selection Committee recommended ONIC to construct the project; this selection was approved by Orlando City Council on August 12, 2024.

The project site consists of the properties located at 712, 722 and 810 Piedmont Street and 1000 South Parramore Avenue, and a portion of South Lee Avenue.
