Qualifying Service Industry Businesses

To qualify for the Service Industry Employee Rate, an applicant must be employed by a business whose primary business operation falls within one of the following categories.

Restaurant: A commercial establishment that is open to the public where food and drink is prepared for on-site consumption. Take out or meal delivery may occur, but onsite consumption must be able to occur.
Retail Establishment: Retailing (Use): An establishment where the principal use is the selling or renting of goods or merchandise to the general public in small lots (as opposed to bulk quantities) for personal or household consumption, and rendering of services incidental to the sale of such goods.
Bar: A commercial establishment where the principal use is the sale of alcoholic beverages for consumption on premises.
Nightclub: Any establishment which provides entertainment after midnight, including but not limited to floor shows, assembly areas, live bands, DJ’s, dancing (by patrons or employees) or other forms of entertainment. These establishments typically have a cover charge or admission, a dance floor or assembly area, offer bottle service, or sell/rent private booths, areas or rooms (excluding theaters).

Employer-sponsored

Qualifying service industry businesses may apply on behalf of eligible employees.

Completed Employer-Sponsored Application form(PDF, 156KB) with all required information including a list of eligible employees and vehicle information.
A Monthly Lot/Garage Permit Parking Agreement(PDF, 188KB) signed by each employee.

Employers must ensure that all employees using the discounted rate comply with the Parking Agreement and must notify the City when an employee is no longer eligible or the employer-sponsored application may be terminated by the City. In that event, individual applications will still be available for submission by eligible employees.

The City may require individual employment verification even when the application is submitted by an employer.

How to Register

Go to the Monthly Parking page to view full application requirements.
Email your application and employee verification letter to ParkingAccounting@orlando.gov to begin the process.
Follow the other steps listed out on the Monthly Parking page.
Once approved, you will need to visit the Parking Offices to complete your registration and lease agreement, as well as obtain your access card.
Access cards: These can be received on the same day as approval. Please allow 30 minutes for registration. Note: access is subject to periodic employment verification and an annual renewal.

Parking Rules

Each employee may register only one vehicle unless otherwise approved by the city.
Parking is first come, first served in the assigned garage and is not guaranteed.
Permits may not be transferred, shared, loaned, sold or used by another individual or shared between multiple vehicles.
Parking outside permitted hours may be subject to the city’s regular rates, restrictions or enforcement procedures.
The city may change garage locations, eligible facilities, parking hours, applicable rates or program requirements at any time.
Employees must notify the city of changes in employment status, employer, vehicle or work schedule.
The city may verify employment, business qualifications or vehicle information at any time.
Providing inaccurate or misleading information may result in denial, suspension or revocation of the permit.
The eligible employee is responsible for understanding and complying with all program rules and the parking agreement requirements and failure to comply may result in denial, suspension or revocation of permit.

Eligibility and Renewals

Permit holders must maintain eligibility throughout the permit period and comply with all terms of the Parking Agreement.

Eligibility must be verified annually. Documentation may include employer verification, paystubs (with permitted redactions), employment letters, or other information requested by the city. Failure to provide complete renewal documentation may result in loss of eligibility.
