Parking System Modernization Project

Last updated on September 28, 2026

The Parking Division is modernizing its system to improve accessibility, turnover and convenience throughout downtown.

These efforts will support safer streets, improved curb management, better multimodal access and a more efficient downtown transportation ecosystem.

This project will be done in two phases; the current phase includes removing meters and transitioning to a cashless operation. The next phase will include more changes to parking rates, time restrictions and long-term parking options.

Phase I – going meterless and cashless

Beginning July 2026, we will begin a phased transition to cashless parking operations (both on- and off-street parking). The transition will continue through September 30, 2026, and the goal is to fully implement cashless operations by October 1, 2026.

This modernization effort will include:

  • Removal of parking meters (in phases)
  • Updated parking signage
  • Changes to payment methods
  • Garage and facility conversions
  • New customer instructions at parking locations

Paying for parking

You will still have convenient digital payment options available during and after the transition. Once a location transitions to cashless operations, cash payments will no longer be accepted.

For on-street parking, payment options include:

  • ParkMobile App
  • Text to pay
  • Phone call

ParkMobile has been our on-street parking vendor since 2015.

For garages and lots, payment options include:

  • Mobile payment options
  • Credit and debit card payments
  • Other approved digital payment methods

Event parking operations may change as facilities transition. If you are attending an event, check parking information before arriving and follow posted instructions at the location.

Benefits from these changes

These changes will offer the following benefits to both customers and to the city:

  • Faster payment processing
  • Improved customer experience
  • Reduced equipment maintenance issues
  • Enhanced parking technology
  • Reduced curb clutter

Phase II – changes in parking regulations, rates and citation fees

Orlando currently operates more than 9,000 off-street and approximately 1,200 paid on-street parking spaces. This causes an imbalance in supply which we are seeking to correct through changes in overall parking regulations, citations and rates.

As part of our efforts to improve curb access and turnover, give drivers more flexibility and provide cost-effective parking options, the next phase of this project will launch on October 1, 2026.

NOTE: Effective October 1, there will be an adjustment to citation fees and parking rates. All other changes will gradually implement throughout Q4 2026. All other changes and enforcement will be denoted with new signage at the affected locations providing clear direction on the new regulations and pay rates for that specific area or garage/lot.

The following will be the new parking regulations:

On-street parking:

  • New enforcement hours will be 8 a.m. to 8 p.m. Monday through Saturday
    • Parking will remain free 8 p.m to 8 a.m., on Sundays and on city-observed holidays
  • In Q4, some parking durations will be increased up to four to six hours, depending on location
  • Increased citation fees, while extending the late payment period from 14 days to 21 days
  • Parking rates will update immediately:
    • 1st and 2nd hours = $1 increase
    • 3rd hour (where applicable) = $2 increase
  • Progressive parking rates will be introduced
Time Rate (per hour) Rate (cumultative)
1st hour $2 $2
2nd hour $2 $4
3rd hour $3 $7
4th hour $4 $11
5th hour $5 $16
6th hour $6 $22

Garages and lots (off-street parking):

  • Proximity based pricing during event nights
  • Parking rate changes
Time Rates
First 4 hours $2 per hour
After 4 hours $3 per hour
Daily max $20
Events Rate may vary based on proximity to event activity

The Service Industry employee monthly program is expanding on October 1, 2026. Monthly parking rates are not increasing in 2026. On October 1, 2027 (next year) monthly parking rates will increase $10 excluding the service industry employee rate.

Benefits from these changes

  • With more than 9,000 garage and lot spaces available, off‑street parking remains the most affordable long‑term option—especially during events.
  • Progressive on‑street pricing will help reduce overtime fines and give drivers more flexibility.
  • New enforcement hours and updated citation fees will help ensure fair curb access for all.
  • Proximity-based parking will help alleviate congestion and offer better parking options at less used parking facilities.
  • Extended late period will result in fewer late fee charges to the patron.

The city will provide a three-week education and warning period for the updated enforcement hours. Additionally, areas where parking meters are removed will receive a three-week grace period for meter-related violations, allowing parking staff to educate customers about the changes and available digital payment options. On-street pricing changes will also begin rolling out as new parking signs are installed and drivers should always check posted signs for the current rate and time limit.

Thank you for your patience and cooperation as we modernize parking operations throughout Orlando.
