COMPASS Program

COMPASS is an acronym for Crime Prevention Oriented Mitigation Practices for Apartments Safety & Security. The COMPASS program was developed by the Orlando Police Department, to assist rental communities with navigating the challenges of reducing criminal activity.  

The purpose of the program is to build partnerships between law enforcement, rental communities and their residents. With the shared goal of reducing criminal activity and violent crime in rental communities.  

Participants in the program are required to actively take steps to achieve program goals by implementing internal and external crime mitigation measures, based on concepts from Crime Prevention Through Environmental Design (CPTED).   

COMPASS has three phases that participating properties must successfully complete within 5 years, to meet program certification requirements: 

This course is taught by OPD or an outside approved law enforcement agency. It teaches managers and property owners about crime prevention theory, program requirements, and additional supporting resources to improve safety and security on the property. 

Participating properties will receive a Crime Prevention through Environmental Design (CPTED) exterior security assessment. During this assessment, officers from the Orlando Police Department will look to identify the following exterior CPTED requirements: 

  • Adequate LED lighting, in working order throughout the property 
  • Properly trimmed landscaping throughout the property, including exterior building and grounds maintenance/upkeep to meet CPTED standards i.e. (Broken Window Theory). 
  • Property address numbers and all corresponding building numbers/markers must be visible from the roadway 
  • Inoperable vehicles including vehicles with no license plates should be tagged or removed from the property 

Upon completion of the exterior security assessment, property managers/owners will have 2 years from the date of the initial exterior assessment, to complete all exterior requirements. 

During phase three, properties will receive a Crime Prevention through Environmental Design (CPTED) security assessment of interior units. During this assessment, officers from the Orlando Police Department will look to identify the following interior security requirements: 

  • 180-degree eye viewer in all front doors
  • 1-inch deadbolts on all exterior doors
  • Minimum of 3-inch screws in strike plates or have metal door frames
  • Lift and slide protection on accessible windows (bottom floors)
  • Lift and slide protection on accessible sliding doors (bottom floors) 

Upon completion of the interior security assessment, property managers/owners will have 3 years to incorporate all interior requirements to both new and existing rental units.

Once all three phases are successfully completed, the participating rental community will be recognized by the City of Orlando as a certified COMPASS property.  

All certified COMPASS properties will receive metal COMPASS display signs along with window sticker decals for the leasing office. Certified properties will also receive the right to use the COMPASS graphic in their advertisements and rental property marketing materials. Certified COMPASS properties will also receive ongoing support from your assigned OPD Police Liaison Officer.
