Do you need assistance to purchase a home?

State and federally funded grants are available to low-income households though city-registered mortgage lenders for homes purchased within city limits.

Please note: We also accept applications from city-registered mortgage lenders on the buyer's behalf.

Step 1.Check the requirements for this program

The home you want to buy must:

  • Be within City of Orlando limits.
  • Be a new or existing single-family home, condominium or townhouse.
  • Not currently be tenant-occupied.
  • Meet standards for health and safety; the city will perform an inspection before you close on the home.

Step 2.Check your income eligibility 

  • No minimum credit score is required.
  • To qualify for the program, you must not have owned a home in the past 3 years. (See exceptions.)

Step 3.Complete a homebuyer education workshop

Contact a housing counseling agency approved by the U.S. Department of Housing and Urban Development (HUD) and enroll in a pre-purchase homebuyer education workshop. Workshops are usually eight hours long, held over one or more sessions during a single weekend. Costs vary depending on the counseling agency.

At the end of the workshop, you will receive a certificate of completion. This certificate is good for one year.

Step 4.Pre-qualify with a city-registered mortgage lender

After attending a pre-purchase homebuyer education workshop and before looking for a home, we recommend pre-qualifying with a lender to better understand the sales price range you can afford.

If you have a mortgage lender and they are not registered with the City of Orlando, they will need to follow the process to become registered.

Step 5.Verify the home you are interested in is within city limits

You can use our locator tool to see if the home you’d like to buy is within Orlando City limits:

  1. Type an address in the top search bar
  2. Check the "Jurisdiction" box at the bottom of the screen.
  3. If the jurisdiction says "Orlando," the address is within city limits. The background color of the map will also be white.

Step 6.Once you have a contract for sale of purchase, begin the Down Payment Assistance Application

Once you have an executed contract for sale of purchase, your mortgage lender can begin to apply for down payment assistance.

Step 7.We will review your application

If approved, we will schedule an appointment to finish your paperwork.

Step 8.We will inspect the house to ensure it meets safety standards

Step 9.Close on your home

If you are approved, this process may take up to 30 days before a closing date can be scheduled. We will provide the title company with funds prior to closing.
