Beginning early January 2022, the City's contractor R.P. Utility and Excavation Corporation will start a joint participation project to improve the sanitary sewer and potable water systems on W. Gore Street. This joint participation agreement project will help improve sanitary sewer and potable water services.

Once underway, the City's contractor will use this opportunity to improve sidewalk conditions at previously identified locations. Once the project is fully complete, the contractor will resurface the roadway where construction occurred.

R.P. Utility and Excavation anticipates the project will start on the west side of W. Gore Street. The location is just east of the Orange Center Boulevard and W. Gore Street merger. As work progresses, the contractor will continue to travel east towards Interstate-4 ending the project at Woods Avenue.

The City's Public Works Department is closely monitoring the global supply chain issue, labor shortages, and increases in the price of materials.

The competitive bid contractor and the City will strive to complete a capital improvement project on time and within budget. However, due to circumstances outside the control of both entities, there may be delays in necessary materials, potential for projects to be completed over budget, and potential delays.

We will continue to work with the community and our stakeholders to address the abovementioned issues and return normalcy to a community.


Project work will occur Monday through Friday, between the hours of 7 am and 5 pm. There may be times when night or work on Saturdays will be necessary. Night and Saturday work will only be necessary should unforeseen circumstances or adverse weather occur.

During construction, should an emergency occur, first responders and emergency vehicles will have priority access.

Other potential impacts are:

  • The potential increase for noise during project hours.

  • The installation of temporary traffic signs and message boards.

  • Temporary road detours and road closures.

  • Temporary sidewalk detours and sidewalk closures.

  • There may be times when a driveway or entrance are briefly impacted.

  • A temporary interruption for potable water service. The interruption is necessary for pressure and quality testing.

  • The temporary installation of sanitary sewer by-pass pumps to maintain continuous sewer service.

  • The temporary installation of de-watering systems for stabilization and excavation.

Should any of the potential impacts above occur, the contractor will attempt to find feasible solutions for residents and businesses. 

Where will the project take place?

The contractor will make utility improvements on W. Gore Street between Woods Avenue and Lift Station Five, at the intersection of Orange Center Blvd and W. Gore Street.

How long will the project take?

The contractor estimates the project will take one year to complete.

Should an emergency occur, first responders and emergency vehicles will have priority access.

How will this project impact me?

Constituents living near and around the project may experience road closures, detours, lane shifts, sidewalk closures, and sidewalk detours. There is a potential for an increase in noise during project hours.

Businesses and residents may experience temporary road closures, lane shifts, and sidewalk closures. There may be times when a driveway or parking lot will be briefly impacted. Should this occur, the City's contractor will coordinate with impacted businesses and residents to find feasible accommodations.

What are the project hours? | When will work occur?

Work hours are between hours are 7 am and 5 pm, Monday through Friday. Should the contractor experience adverse weather or unforeseen circumstances, night and work on Saturdays may become necessary.

I have concerns about traffic and pedestrians!

To maintain entrance and egress efficiency for Camping World and the MLS Stadium, the Project Management and Transportation Divisions will monitor scheduled events. Should it become necessary, one or both divisions will provide the competitive bid contractor with recommendations to remove opportunities for unnecessary stress placed upon City roadways.

Will the City collect trash on its normal schedule?
